El Rubio’s character background appears to be inspired by Carlos Lehder, due to his German ancestry and Colombian nationality and the linguistic combination of Spanish and German in his name, and owning a private island who serves as a drug-smuggling operation headquarters and party island.

Can you take out El Rubio?
Nope, you can’t even destroy it either, it woulda been nice that there was a mission to gather an EMP to shut down El Rubio’s helicopter to make it easier, but after a couple of tries and after scoping out all access points, you could probably sneak out of the island without alerting anyone :3.
How do you remove the shipment from Rubio’s armor?
Go to the Distribution Center / Take out El Rubio’s Armor Shipments. Once you’ve activated the mission via the planning board on the Submarine, then either use the sub to fast travel closer to the Distribution Center which is located at Elysian Island or simply drive there yourself.

Can you use El Rubio’s helicopter?
Yes you can do it solo.
Can you get in El Rubio’s helicopter?
No you can’t steal his helicopter. Trying to enter it does nothing its essentially a prop until he takes off in it to search for you. If you use the conspirator load out plant your stickies on it and detonate it a couple seconds after he comes after you and then he will fly away and not bother you.
